Sorry to burst your bubble, but Facebook Page likes are all but useless these days.

Nothing can be better than anything that is acquired by paying some cash because it has some level of benefit that free advertising cannot afford to give, that is why it is paid for. i also agree that email is more effective but it should too much sent out or else the subscribers may not like it.

Facebook page is a great place for branding and promoting your business. Do following things to grow your followers and increase your reach.
Complete about section.
Add social plugins to your site.
Run facebook contest.
Run facebook ads.
Engage in relevant facebook groups.

Here are some suggestions to increase your Facebook page likes.
Holding contests.
Make use of coupons.
Using popups.
Facebook ads.

Lists of things to do can be useful as idea starters and reminders, but they're basically useless on their own.

It's MUCH more helpful if you explain HOW and WHY to do those things in your list.
