The word "best" is what is called a superlative in English. It's the ultimate version of good » better » best.

It's a comparative term that distinguishes between a condition, a superior condition and the superlative (ultimate) condition.

Some examples:

    rich » richer » richest

    smart » smarter » smartest

    intelligent » more intelligent » most intelligent

    beautiful » more beautiful » most beautiful

The BAD News:

    Yes, folks… this is yet another example of the quirkiness and inconsistency of the English language!

    So you have, basically, THREE (3) forms of comparative expression. Sometimes they are interchangeable, sometimes they're not.

    For example, depending on the context, you may say or write:

    Correct: Tom is rich. Bill is more rich (or richer) than Tom. Frank is the most rich (or the richest) of the three.

    Correct: Tara is beautiful. Elise is more beautiful than Tara. Elise is the most beautiful of the three.
    Incorrect: Tara is beautiful. Elise is beautifuller than Tara. Helen is the beautifullest of the three.

    Correct: Tool #1 is good. Tool #2 is better than Tool #1. Tool #2 is the best of the three.
    Incorrect: Tool #1 is good. Tool #2 is more good than Tool #1. Tool #2 is the most good (or more better) of the three.

Worse News:

    There are NO hard and fast rules governing comparative terms in English. There's no formula you can use. (I'm sorry.)

The Worst News:

    You either know the correct expression or you don't. You have to learn them by memory. (I'm even sorrier!)

So it's incorrect to state that "Joomla is also a best Content Management System".

The correct expression would be — depending on the overall context — one of these:

    Joomla is also one of the better Content Management Systems

    Joomla is the best Content Management System

I had an opportunity to attend a Ruby on Rails training, but I've missed it because of my family issues. I use WordPress and I'm pretty satisfied, but I am more than interested to know more about Ruby on Rails.

I'm more then satisfied with WordPress right know. The simplicity, with addition of vast amount of addons just fits me right.
