How Sites are Rated
Sites that have been accepted for review by Home-based Bill
are rated on the following five criteria:
Relevance
Content
Design
Technical
Fee Structure

An "overall" score of is obtained by
averaging the site's score in
these five criteria. By the way, Bill does not hand out
5-star ratings with a perfect score of "5" in each
criterion very easily. When this does happen a site will
receive special recognition. Ratings are subject to
change when a site is resubmitted for review.
Each review includes a site description and general review.
Links to sites are checked periodically and noted on the
review card.
Relevance:
- How useful is the site's subject to the home-based
community?
- Is its relevance stated on the first page or early on?
- Does it contain significant information or is it solely
an advertising vehicle or opportunity?
Content:
- Does the site contain quality content?
- How credible are the sources?
- Has the content been carefully proofed and edited?
- Is content broken up for ease in reading without
lengthy pages?
- Is the content maintained and updated?
Design:
- Is information easy to find and to navigate?
- Is the site overall aesthetically pleasing and in
good taste?
- Is the "flavor" of the site congruent throughout?
- Are graphics clear? Any original graphics?
- Do pages load quickly?
- Are there excessive banners that clutter the pages?
- Is there appropriate use of headers, footers,
mixed font sizes or white space?
Technical:
- Does the site perform well without too many
annoying pop-up windows, "cookies," audio or video?
- Are there broken links or non-functioning scripts?
- Is the server frequently down?
Fee Structure:
- Are general fees (if any) stated and clear?
- Are fees (if any) reasonable?
- Is the service or product provided something of value?
- Are terms and conditions as well as payment options clear?
- Are multiple payment options available, including
alternative non-secure options?
- Is there a guarantee or refund policy stated?
